ေနရာစံုမွာေရာက္ေနတဲ့ ညီအကိုေမာင္ႏွမမ်ားခင္ဗ်ား
ထိုင္းႏိုင္ငံနယ္စပ္က ဒုကၡသည္စခန္းေတြမွာ ျမန္မာႏိုင္ငံက ဒုကၡသည္ေတြဟာ ဒုကၡအမ်ိဳးမ်ိဳးေတြ႕ေနရပါတယ္။ ဒုကၡသည္ ေတြအတြက္ ဒုကၡသည္စခန္းဆိုေပမဲ့ လာဘ္မထိုးႏိုင္ရင္၊ ေနထိုင္ဘို႕ တဲမဝယ္ႏိုင္ရင္ ဒုကၡသည္စခန္းထဲကို ဝင္လို႕မရၾကပါ ဘူး။ ေနာက္ျပီး ဒုကၡသည္စခန္းထဲေရာက္ျပန္ရင္လဲ UNHCRက သူတို႕ကို ဒုကၡသည္တကယ္ဟုတ္လား၊ မဟုတ္လားစစ္ ေဆးသတ္မွတ္တာကို တခ်ိဳ႕ဆို အခုေလး၊ငါးႏွစ္ရွိေနတာေတာင္မွ မခံရေသးပါဘူး။ ဘာမွမရွိပဲေျပးလာရတဲ့ဒုကၡသည္ အ စစ္အမွန္ေတြအေနနဲ႕ ဒုကၡသည္စခန္းထဲကိုေရာက္ရင္ေတာင္မွ စားဝတ္ေနေရးနဲ႕ ရပ္တည္ဘို႕ အလြန္အခက္အခဲရွိၾကပါ တယ္။ အမ်ားစုဟာ ဒုကၡသည္စခန္းမွာ ၂ႏွစ္၊ ၃ႏွစ္ရွိေနတာေတာင္မွ ရိကၡာေထာက္ပံ့မႈမရၾကေသးပါဘူး။ အဲ့ဒီေတာ့ ရပ္ တည္ရတာအလြန္ခက္ခဲလွပါတယ္။
ေနာက္ျပီး ေရွ႕ဘာျဖစ္မယ္မသိပဲ ျပန္ပို႕ခံရႏိုးႏိုး တစိုးတရြံ႕ရြံ႕ေနရတဲ့ဘဝမွာ မေသခ်ာမေရရာနဲ႕မို႕ UNHCRကိုေမးျမန္းအ ကူအညီေတာင္းရင္ ဘယ္ေတာ့မွ ခ်ိဳခ်ိဳသာသာဆက္ဆံတာမခံရသလို တခါတေလေမာင္းထုတ္တာခံေနရပါတယ္။ ဘယ္ ေတာ့ဘာလုပ္ေပးမယ္ဆိုတဲ့ ကြဲကြဲျပားျပား အခ်က္အလက္ေပးေျဖရွင္းေပးတာလဲ ဘယ္ေတာ့မွ မရၾကပါဘူး။ ဒုကၡသည္ ေတြကို လူေတြလိုသေဘာမထားပဲ တရိစၦာန္သာသာေလာက္ သေဘာထားဆက္ဆံတာခံေနရပါတယ္။ ဒုကၡသည္စခန္း ထဲေတြမွာရွိေနတဲ့ ဒုကၡသည္ေတြအေနနဲ႕ ဒါကိုဘယ္လိုမွတံု႕ျပန္ႏိုင္ခြင့္၊ တိုးတက္ေအာင္လုပ္ခြင့္မရွိပါဘူး။ နဲနဲလုပ္လိုက္ ရင္လဲ အမ်ိဳးမ်ိဳးအႏၱရာယ္ေပး၊ ပညာေပးတတ္တဲ့အက်င့္ေတြကိုလဲ ျမင္ေတြ႕ၾကဘူးၾကပါလိမ့္မယ္။
ပိုက္ဆံေပးႏိုင္တဲ့သူေတြကေတာ့ UNHCRကတခ်ိဳ႕ဝန္ထမ္းေတြကို ေငြထိုးျပီး ျမန္ျမန္ႏိုင္ငံျခားကို ထြက္သြားၾကတာကို အ မ်ားစုေတြ႕ဘူးေနေပမဲ့ က်န္တဲ့ဒုကၡသည္ေတြမွာေတာ့ ဘာမွမတတ္ႏိုင္ၾကပါဘူး။ ဘက္ေပါင္းစံုက လူသားဆန္ဆန္မသတ္ မွတ္ခံရပဲ လုပ္ခ်င္၊ ဖိႏွိပ္ခ်င္သလို ဖိႏွိပ္ခံေနရတဲ့ ျမန္မာဒုကၡသည္ေတြအတြက္ အျပင္က၊ ႏိုင္ငံတကာက တာဝန္သိတဲ့ ကြ်န္ေတာ္တို႕အားလံုး ေအာက္ကလိပ္စာေတြ၊ ေနာက္ ကိုယ္နဲ႕သက္ဆိုင္ရာ အစိုးရေတြအေပၚကို UNHCRကို တိုက္တြန္း ျပဳျပင္ဘို႕အတြက္ အီးေမးလ္ေရးသားေပးပို႕မႈလုပ္ေပးၾကရင္ ဒုကၡသည္စခန္းထဲက ညီအကိုေမာင္ႏွမေတြ နဲနဲပိုျပီးသက္ သာလာႏိုင္စရာရွိပါတယ္။ ပို႕တဲ့အီးေမးလ္ေတြကို ထိုင္းႏိုင္ငံမွာရွိတဲ့ အေမရိကန္သံရံုး၊ ျဗိတိလွ်သံရံုးနဲ႕ ဥေရာပ ကိုယ္စား လွယ္အဖြဲ႕ရဲ႕ ရံုးေတြကိုလဲ စီစီလုပ္ျပီးေပးပို႕ရင္ UNHCRအေနနဲ႕ လွ်စ္လွ်ဴရႈေနႏိုင္ခြင့္နဲလာႏိုင္ပါတယ္။
အားလံုးဝိုင္းကူေရးသားၾကရင္ ကိုယ့္ႏိုင္ငံသားဒုကၡသည္ေတြကို အမ်ားၾကီးကူညီရာေရာက္ပါလိမ့္မယ္။ ဒုကၡသည္စခန္း ေတြက ဒုကၡသည္ေတြကလဲ စုစည္းျပီးလက္မွတ္ထိုးစာေရးၾကဘို႕စီစဥ္ေနၾကတာရွိပါတယ္။ အားလံုးဝိုင္းၾကိဳးစားေပးျပီး ကိုယ့္အခ်င္းခ်င္းကူညီၾကရေအာင္ပါ။ အီးေမးလ္ပို႕တာဟာ သိပ္ပင္ပန္းတဲ့အလုပ္မဟုတ္ပါဘူး။ အားလံုးဝိုင္းျပီးလုပ္ေပး ႏိုင္ၾကလိမ့္မယ္ထင္ပါတယ္။
လိပ္စာေတြကို ဒီေအာက္မွာထဲ့ထားျပီးေတာ့ စာေရးရန္အခက္အခဲရွိေနရင္ ကူးျပီးအမည္ထိုးပို႕ႏိုင္ဘို႕ အဂၤလိပ္လိုေရး ထားတဲ့စာၾကမ္းကိုလဲ ေအာက္မွာ ထဲ့ထားေပးပါတယ္။ ညီအကိုေမာင္ႏွမအားလံုးရဲ႕ အသိစိတ္ဓါတ္နဲ႕ ဝိုင္းဝန္းလုပ္ ေဆာင္ၾကမႈကို ေမွ်ာ္လင့္ပါတယ္။ ကြ်န္ေတာ္ကေတာ့ ကြ်န္ေတာ့္တာဝန္အတိုင္း ပို႕လိုက္ျပီးပါျပီ။

at Burmese Refugee Camps in Thailand.

Dear Sirs or Madams,
I would like to request your attention to improve UNHCR's treatment of refugees at Burmeserefugee camps in Thailand. The refugees at the Burmese refugee camps in Thailand has beentreated without dignity in many ways.
Most refugees inevitably have to bribe in order to get into the refugee camps and were to buy own shelters in the camps. Many of the refugees, even after living in the camps for more than
three years, are still not provided basic rations. They have been left to struggle for their own survival. UNHCR has not registered the refugees for several years. UNHCR has contracted the registration to PAB and it has not done the registration for several years and UNHCR is not living up to its responsibilities.
Aside from leaving the refugees in the dark about what is going to happen with their fates, whenthey will be registered, and what the processes are for their future, the UNHCR ignores to respond to the refugees when asked. In many occasions, the refugees who are seeking information were shouted and driven out from UNHCR's facilities.
I would like to ask the UNHCR that the refugees should not be left in the dark and it should be informative to the people its vow to serve. In addition, I would like to request the UNHCR to look into and protect the welfare of the refugees in the camps. Refugees are humans and the UNHCR would need to treat the refugees as humans.
